Course Objectives:

  • Defining nZEB in relation to green/sustainable buildings;
  • Legal framework for building energy performance - EU (European directives) and national regulations framework;
  • Principles for achieving an nZEB building:Very well-insulated building envelope,
    Construction without thermal bridges, Airtightness,
    Solar gains through windows,
    Ventilation with heat recovery,
    Use of energy from renewable sources.
  • Compliance criteria for the building envelope to achieve nZEB performance levels;
  • Certification of a building's energy performance and energy audit of a building: definition, purpose, utility, requirements for request, and preparation;
  • Minimum energy performance requirements for new and existing buildings:At the component level,
    At the building level,
    Specificities for new buildings and existing buildings.
  • Initiatives for promoting nZEB buildings and preparing the market for implementation.

Dr. Eng. Horia Petran
INCD URBAN-INCERC / Pro-nZEB Cluster
Horia Petran is a senior scientific researcher and coordinator of the Building Knowledge Hub in Romania at INCD URBAN-INCERC. He has a long teaching career as an invited assistant or associate professor at various technical universities in Bucharest (1997-2012) in the field of building energy performance. He is a founding member of the Association of Energy Auditors for Buildings in Romania and the president of the Cluster Association for the Promotion of Nearly Zero Energy Buildings (nZEB). Since 2011, he has continuously contributed to the development of qualifications and training schemes to support the preparation and healthy development of the construction market in Romania for the efficient implementation of the nZEB concept.


The course is organized by the Romanian Green Building Council (RoGBC) in partnership with the Cluster for the Promotion of Nearly Zero Energy Buildings – Pro-nZEB.
