Legal Requirements and Voluntary Certification for Green Buildings in Romania, Bucharest

This course is a required course for those seeking the "Green Building Professional" certification.

A half day course to advise and prepare the participants on in force and impending European and National legislation and emerging international building rating / certification tools that is dramatically changing how buildings are designed, constructed, operated and deconstructed. Among other legal topics, the course covers European legislation including the upgraded Energy Performance for Buildings Directive and Construction Waste Directive as well as national legislation changes. In addition, participants will learn about the internationally recognized building rating tools that are increasingly demanded by investors, developers and building owners in the domestic, regional, and international markets.

Trainers:

Elena Rastei

Elena Rastei is an environmental activist and sustainability specialist with over 7 years of experience in sustainability and green building certification schemes such as LEED and BREEAM at both national and international level. Elena is  the technical coordinator for the certification GREEN HOMES lauched by RoGBC in 2014, which certified or is in the process of certifying over 4,500 homes.

She is the author of several articles and guides on the topic of "green building", sustainable waste management and clean energy; she participated as organizer and lecturer at a number of events on topics such as circular economy, biowaste, energy, urban mining and biomimetics. Elena's studies include an interdisciplinary Master's program in environmental engineering and architecture. Passionate about downshifting and sharing economy.

Diana Poputoaia

            

Diana Poputoaia is managing counsel in Dentons’ Bucharest office. She specialises in energy, PPP and infrastructure, with a solid component of environmental law, along with related corporate and M & A and regulatory. Diana has advised on renewables, energy efficiency and cogeneration state aid schemes, public procurement in district heating and public transport infrastructure. While she worked for the Oxford University, Environmental Change Institute, Diana was the lead author of a report on tradable green certificates in the EU and investment risks reduction for private companies. 

She has acted for both public and private sectors. She advised public authorities on innovative technologies. For example, she advised the Romanian Ministry of Economy, as ultimate beneficiary, on carbon capture and storage in Romania.

Diana graduated from the Law School in Iasi and holds an MSc in Environmental Change and Management from the Environmental Change Institute, Oxford University, UK.
